Sub: AEO Cell in Mumbai Customs Zone – III

Dear Member,

We would like to inform you that the Air Cargo Complex (Sahar) has issued Public Notice No. 32/2020-21 dated 14th January, 2021 informing about the AEO Cell in Mumbai Customs Zone – III.

In this regard, you may refer to Public Notice No. 1/2018 dated 9.2.2018 by ACC, Sahar issued in pursuance of CBIC Circular No. 03/2018 dated 17.1.2018 requesting potential clients for AEO status to submit their duly filled up applications to the PRO Cell, O/o Commissioner of Customs (Import), ACC, Sahar. Since then, AEO applications are being processed at the PRO Cell of the Import Commissionerate as well as Export Commissionerate.

Thereafter, CBIC Circular No. 26/2018- Customs dated 10.8.2018 was issued for processing of AEO-T1 which was decentralised to the Zonal level. In this regard, Public Notice No. 83/2018 dated 1.10.2018 was issued by ACC designating Commissioner of Customs (Import) as the Zonal AEO Manager.

Presently,

i) In respect of AEO –T1 applications,

Commissioner of Customs (Import) takes action on the online web application (www.aeoindia.gov.in) after receiving the scrutinised applications from the AEO Cells in Import & Export Commissionerates.

ii) In respect of AEO –T2/ T3/ LO applications,

Both the AEO Cells process the applications and take approval of the respective Commissioners, and then forward them to the O/o Chief Commissioner so as to forward the same to the Directorate of International Customs, CBIC along with the recommendation of the Additional Commissioner of Customs, Chief Commissioner’s  Office being the nodal officer for AEO matters.

To streamline the above arrangement, and considering the extant instructions of the Board and need for a centralised receipt and processing of AEO applications, it is hereby directed that, w.e.f. 1st February, 2021following arrangement shall come into existence: -

  • In place of two AEO Cells in Import and Export Commissionerates, henceforth,  only single AEO Cell shall function from the Export Commissionerate. It will function as AEO Cell for Mumbai Customs, Zone-III. Accordingly, AEO Cell of the Import Commissionerate stands abolished w.e.f. 31st January, 2021.

  • By 31st January, 2021, Import Commissionerate should transfer all the pending applications, where site verification is not undertaken to the AEO Cell, Export Commissionerate. In those cases where site visit is already undertaken, the files shall be transferred to the Export Commissionerate with necessary report not later than 10th February, 2021.

  • In suppression of the earlier Public Notice No 83/2018 dated 01.10.2018 (mentioned in Para 2 above), Commissioner of Customs (Export), ACC, Sahar is hereby nominated as the Zonal AEO Programme Manager for the AEO applications received in Mumbai Customs, Zone-III.

  • JC/ADC. Export Commissionerate, assigned with the charge of the AEO Cell, is appointed as the nodal officer.

  • The AEO applications. henceforth, are not required to be routed through the CCO for forwarding them to the Directorate of International Customs, CBIC.

  • AEO Cell, Export Commissionerate shall take administrative control of the online web application www.aeoindia.gov.in for the purpose of user management and all other related functions including legal verification.

  • AEO Cell, Export Commissionerate shall mark a copy of the monthly reports sent to the Directorate of International Customs, CBIC to the Chief Commissioner's Office.

This Public Notice shall take effect from 1st February, 2021.
