Advisory on “MEIS” related issues

Dear Member,

The Council is glad to inform you that JNPT Customs has issued an Advisory on “MEIS” related issues vide Instruction F. No. EDI/MISC-51/2014 JNCH Part I dated 16th December, 2015 regarding difficulty faced by exporters in availing post export benefits under MEIS scheme, especially relating to queries pertaining to DGFT Public Notice No. 40/2015-20 dated 09/10/2015 and Public Notice No. 47/2015-20 dated 08/12/2015, wherein the above issues have been explained and procedure to be followed in such cases has been made clear.

For further clarity on the matter, an advisory in the form of “Frequently Asked Questions” has been received from Directorate General of Systems & Data Management [DG (Systems)], New Delhi. The same is reproduced below for information and guidance of trade / exporters –

1.         S/B Transmission to DGFT for MEIS benefit:

a)         S/B has not integrated with EGM (not in HIST) and is in EGM or EGM error queue?

Reply : Exporters may get their EGM error rectified and move the S/B to HIST after successful EGM integration. Unless, it is integrated, S/B would not be transmitted to DGFT for MEIS benefit.

  1. S/B has Reward item as “Y” and not visible in DGFT?

Reply : The Customs location may use “Retransmit S/B” in AMEND Role to retransmit the S/B. Once successfully retransmitted, may wait for 2 days to reflect in DGFT website. If not reflected, may mail for ascertaining transmission status to icegatehelpdesk@icegate.gov.in or si.ices@icegate.gov.in

  1. S/B has Reward item as “N” and not visible in DGFT?

                                    i           SB filing date is after 30.09.2015 :

Reply :  The S/B would not be sent to DGFT for MEIS benefit as decided between two ministries.

ii.          SB filing is between 1.4.2015 to 30.09.2015:

Reply : The S/B transmission is on and the transmission is completed till EGM dated 4th May. If S/B belongs to this period and not reflected, may mail to icegatehelpdesk@icegate.gov.in or si.ices@icegate.gov.in. For other cases, exporter may wait patiently till transmission please.

2.         Licence transmission issues:

a)         Licence rejected by Error 93, 130 & 131:

Reply : This has been rectified and all licensed rejected under these error codes would be integrated now.

  1. Licence appearing DGFT without any error code instead “Blank/Null”:


Reply : This error is caused as DGFT treats port of registration as manual port and hence not transmitted the same. Exporters are advised to approach DGFT to transmit the licence for utilisation.

  1. Relevance of error codes 02, 13 and 52 :

Reply: The error codes 02, 13, 52 are generated to specify that the data already exist in the database. It normally happens in case the License is re-integrated due to any reason. Therefore, these error codes are notional and the license may be utilized after registration.

Jawaharlal Nehru Custom House (JNCH) has clarified that as evident from above, they have no role in above transmission and the matter pertains to DGFT and ICEGATE.

Members are requested to make a note of the above information and do the needful as required.
