Peru’s imposition of definitive antidumping duties on import of plain weave fabrics originating from China

Sub: Peru’s imposition of definitive antidumping duties on import of plain weave fabrics originating from China. 

 

The Council has received intimation from the Embassy of India to Peru & Bolivia regarding Peru’s imposition of definitive antidumping duties on import of plain weave fabrics originating from China.  

 

As we are informed, the Commission on Dumping, Subsidies and Elimination of Non-tariff Trade Barriers (CDB), vide Resolution No. 273-2021/CDB-INDECOPI, decided to impose definitive antidumping duties on import of plain weave fabrics made exclusively with polyester and cotton staple fibres from China.  The resolution states that the Imposition of definitive antidumping duties of US$ 2.08 per kilogram on imports of plain weave fabrics made exclusively with polyester and cotton staple fibres, raw, white, bleached or dyed in a single colour, with a width of up to 1.80 meter, and weight between 80gr/m2 and 130 gr/ m2, for whichever use, from the People’s Republic of China, for five years, since the entry into force of the resolution (the following day of its publication on the official gazette i.e., 20 November, 2021). The tariff lines included in this resolution are 5512.11.00.005512.19.00.005513.11.00.00 and 5513.21.00.00. The said imposition has been due to alleged dumping practices adopted by the China from January 2017 to March 2020.

As you are aware, India is also exporting Polyester Cotton Fabrics to Peru along with Polyester Viscose Fabrics. Though our current market share is not substantial in case of Polyester Cotton fabrics. However, with the imposition of the definitive antidumping duties on import of plain weave fabrics originating from China, exports from India are likely to be more price competitive in the Peruvian market. 

 

Therefore, it is requested to the Member Exporters dealing with the Polyester Cotton fabrics exports to Peru, to make note of the same and take advantage of the emerging opportunity.
