Sub: Request to furnish quality parameters of 100% Polyester Spun Yarn (IS 17265) to make suitable recommendations to BIS – reg.,
Dear Member,
As you are aware, the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers had mandated the BIS certification for Polyester Staple Fibre and certain Polyester Yarns vide its Notification dated 15th April 2021.
The Department had already given two extensions each of 180 days and the Quality Control Orders (QCOs) were notified to be effective from 3rd October 2022.
In the meanwhile, the Man-Made Fibres, Cotton and their Products Sectional Committee, TXD 31, governed by the BIS, had revised the standards for 100% Polyester Spun Grey and White Yarn and made it effective from 7th May 2022. However, the revised standards to obtain the certification are unrealistic at the moment and hindering the compliance by the industry.
The first meeting of Panel (TXD 31/P03) under TXD 31 to discuss and deliberate upon the standards IS 17265 was held through video conference on 06.10.2022. The BIS has now sent the meeting minutes wherein it specified the changes to be made in the BIS standard for 100% polyester spun yarn and sought the comments from the Association. If no comments are provided, BIS will finalise the standard based on the panel meeting minutes and there will be no further revision in this respect.
Hence, members manufacturing 100% polyester spun yarn are requested to give their comments/inputs on the proposed changes in the standard mentioned in the panel meeting minutes along with the duly filled-in format on or before 10.11.2022 so as to enable to the Association to consolidate and submit the same before the BIS within the prescribed time for necessary modifications in the standard.

latest by 10th November, 2022 by 11 am to help us send a consolidated reply to enable the Council to submit before the BIS and get achievable standards by the industry.
