To: Members of the Council

Sub: Issuance of Certificate of Origin under various Trade Agreements

Dear Member,

As you are aware, the Council issues Certificate of Origin to its Members as an evidence of origin of goods imported into any country across the globe. This Certificate is essential for exporters to prove where their goods come from and therefore stake their claim to whatever benefits goods of Indian origin may be eligible for in the country of exports.

The Directorate General of Foreign Trade (DGFT), vide Public Notice No. 67/2015-2020 dated 30.03.2016 had authorized the Textiles Committee to issue Certificate of Origin under various trade agreements which covers the merchandise of textiles and textile articles. You may be aware that the Textile Committee has been issuing Certificate of Origin (Form-A) under GSP Scheme for various countries since 1971 and Certificate of Origin under Indo-Japan Comprehensive Economic Partnership Agreement (IJCEPA) since May, 2014.

Accordingly, Textiles Committee has now commenced to provide the services of issuing Certificate of Origin under the various trade agreements through its Head Office and 29 Regional Offices located at major textile centre across the country.

A Trade Notice issued by the Textiles Committee in this regard is enclosed (download).

Members are requested to make a note of the above.

Thanking you,

V.ANIL KUMAR
EXECUTIVE DIRECTOR
