Circular No.ES/ 70 /2016-17                                                          August 18, 2016

To: Members of the Council

Sub: NITI Aayog- Skill Development-Vision, Strategy & Action Plan

Dear Sirs,

The Council has received a communication from the Textile Sector Skill Council (TSC) informing the Council about NITI Aayog’s (National Institution for Transforming India) process of preparing a 15-year Vision document that would encompass the long-term development strategy of the nation. NITI Aayog acts as the important platform of the Government of India to bring States to act together in national interest, and thereby promote Cooperative Federalism.

As you may be aware, the Twelfth Five Year Plan is nearing completion by March 2017, it is pertinent that the future policy is guided by 15-year Vision statement beginning from the next financial year onwards. The Vision would be achieved through a strategy which would be reviewed mid-course and an action plan prepared for successive 3 years.

As part of FICCI’s contributions towards policy advocacy in the area of skill development and in view of your expertise in the skill development sector, TSC solicits your cooperation in developing the Vision, Strategy and Action Plan for enhancement of skill development in the country.

NITI Ayog has identified the key challenges in the skill development sector as Annexure-I. You are free to modify the list as this may not be exhaustive.

A template to capture your inputs on the Vision, Strategy and Action Plan is also at Annexure-II.

We look forward to your inputs and feedback on the key challenges which are affecting the skill development sector and the possible Vision, Strategy and Action Plan which needs to be formulated to bring about the qualitative change in the sector.

We therefore request you to please provide your inputs and contributions for the vision document at infotexsc@gmail.com in Annexure –II latest by 22nd August, 2016.

Thanking you,

V.ANIL KUMAR
