Sub:-Instructions regarding implementation of Rules of Origin under Free/Preferential Trade Agreements and the verification of Preferential Certificates of Origin

 Dear Member,

This is to inform you that the Office of the Commissioner of Customs- JNCH (Nhava Sheva) has issued Public Notice No. 128/ 2016 dated 26.09.2016 regarding implementation of Rules of Origin under Free/ Preferential Trade Agreements and the verification of Preferential Certificates of Origin.

In this connection, attention is invited to the Board’s Instruction No. 31/2016- Customs dated 12.09.2016 on the above subject.

In this regard, Rules of Origin are notified under each of the Agreements which require the importer to make a claim for preferential tariff at the time of importation, and submit a Certificate of Origin (COO) in the prescribed form.  The grounds for verification of authenticity of the Certificates of Origin and for Verification of Specimen Seals and Signatures.

Further the Board has also tasked the Directorate and General of Systems to build an online respiratory on India Custom EDI System (ICES) for storing the signatures/ seals to facilitate comparison by the assessing officers, Directorate of Revenue Intelligence (DRI) has been tasked with uploading the data in the database. In the interim, it is proposed to continue with the existing system of circulation of the signatures and seals.
