Sub: Compliance of “Handling of Cargo in Customs Areas Regulations, 2009” by Port Terminals, CFSs, Shipping Lines and Transporters to reduce the dwell time for clearance of imported / export goods.

Dear Member,

Mumbai Customs has issued Public Notice No. 137/2016 dated 19.10.2016 regarding compliance of “Handling of Cargo in Customs Areas Regulations, 2009” by Port Terminals, CFSs, Shipping Lines and Transporters to reduce the dwell time for clearance of imported / export goods.

In order to improve the functional efficiency in Customs areas like ports /Inland Container Depots (ICDs) / Container Freight Stations (CFS) / airports / Land Customs Stations (LCS), “Handling of Cargo in Customs Areas Regulations, 2009” had been framed to set out the terms and conditions to provide all requisite facilities where imported or export goods are received, stored, delivered, dispatched or otherwise handled in a Customs area. The Regulations were aimed to provide an effective mechanism for regulating the activities of the ports /ICD/CFC/ airports/LCS in so far as it related to receipt, storage, delivery and dispatch of imported / export goods in Customs Area are concerned.

Accordingly, Members of Trade and Industry, including all persons responsible for receipt, storage, delivery, dispatch or otherwise handling of imported goods and export goods in any capacity in a Customs area are requested to comply with “Handling of Cargo in Customs Areas Regulations, 2009”.
