Sub: Clarification in respect of “part delivery” where Out Of Charge (OOC) is obtained at DPD/RMS (Direct Part Delivery (DPD)/ Risk Management System) Facilitation Centre at JNCH

Dear Member,

We wish to inform you that Jawaharlal Nehru Customs House (JNCH) has issued a Public Notice regarding “RMS (Risk Management System) Facilitation Centre” created at JNCH, as a measure of trade facilitation and ‘Ease of Doing Business’.

As you are aware, the main function of the ‘RMS Facilitation Centre’ is to give out of charge of RMS facilitated Bills of Entry of all Commissionerates under JNCH.

Recently, Members of Trade sought clarification from the Customs that after obtaining Out of Charge at RMS facilitation Centre, in case of part delivery, will the importer still have to take permission from Customs, and if so from whom.

The issue was examined and it is clarified in Public Notice No.184/2017 dated 03.01.2017 as under-

  • Permission for part delivery is required from Customs.
  • Customs has informed that RMS Facilitation Centre does not have any access or physical control over the CFS (Container freight station). Hence, the permission for part delivery of cargo (other than DPD) will be permitted by AC/DC/Docks in charge of the concerned CFS.
