Sub: Options for DPD Clients availing Direct Port Delivery (DPD) facility

Dear Member,

The Council is glad to inform you that JNCH Customs (Nhava Sheva ) has issued Public Notice No. 09/ 2017 dated 16.01.2017 on the above subject.

In this connection, attention is invited of the Importers, Exporters, General Trade, Port Terminal Operator, Shipping Lines / Shipping Agents, CFSs coming under the jurisdiction of JNCH and all other stakeholders to various other decisions communicated through Public Notices [Public Notice No 161/2016, dated 28.11.2016 (DPD facility to 467 importers), Public Notice No 180/2016, dated 19.12.2016 (DPD facility to another 214 bid importers), Public Notice No 160/2016, dated 29.11.2016 (creation of dedicated “DPD/ Risk Management System (RMS) Facilitation Centre at JNCH),Public Notice No 08/2017, dated 16.01.2017 and other Public Notices issued from time to time for smooth clearing of consignments and to reduce dwell time of import.

The importers found it difficult to make logistics arrangement for early evacuation of DPD containers from Terminal Port due to following reasons;

1) Arrangement of Transporter; 2) Risk of theft, issue of insurance; 3) Two shift handling charges being charged by Private Terminal Operators; 4) Dealing with Non RMS Containers; 5) Sometimes, lack of sufficient storage space in their factory premises and they require temporary storage for Customs cleared cargo or warehousing facility; 6) Cash flow issues; insufficient funds for payment of customs duty & delivery order charges; 7) Sometimes, container needs to be de-stuffed / shifted to other mode of transport and 8) RSP / MRP stickers to be affixed before clearance (requiring Customs bonded warehouse).

In view of the above, a meeting with representatives of all Container Freight Stations (CFSs) in the jurisdiction of JNCH was called to ascertain their views and solution to logistic arrangements and it has been clarified that DPD clients can use CFS for dealing with Customs cleared cargo for logistic purposes.
