Sub: Closure of submission of Bills of Entry in Indian Custom EDI System (ICES) and stopping of Section 48 approvals on account of Union Budget, 2017-18
Dear Member,
This is to inform you that Air Cargo Customs (Sahar) has issued Public Notice No. 04/ 2017 dated 31.01.2017 on the above subject.
Updation of ICES Directories would begin on 01st February, 2017 and continue till updation of all Budget Notifications and changes in directories.
The Bill of Entry (BE) filing will be stopped in ICES at 17:00 hrs and Section 48 approvals at 19:30 hrs on 01st February, 2017 for updation of budgetary changes in the ICES Directories but system will be available for other functions in ICES. Once the Budget related changes are updated, suitable information TICKERS will be made available on CITRIX as well as CBEC and ICEGATE websites regarding the timing for starting of the regular filing of Bills of Entry and Section 48 approvals.
Further, Shipping Bill filing and processing will continue as usual without stoppage during the business activity. If any changes are announced in the Export Duty and Export Cess during the Budget, it is advised that the concerned Officers/ Staff at ACC shall keep a track of the relevant Shipping Bills (SBs) filed on or after 01st March 2016 till the directory changes are made online, and export duty/cess be collected manually thereon. Similarly, processing of BsE filed before 17:00hrs on 01st February, 2017 will also continue as usual. Also, field formations should keep a track for Prior Bills of Entry before 01st February for any change of duty liability before giving Out Of Charge (OOC).
