Sub: Change in assessment procedure of Bills of Entry filed by by 'First Time Importers' - implementation of trade facilitation measures

This is to inform you that Air Cargo customs (Sahar) has issued Public Notice No.06/ 2016- 2017 dated 16.02.2017 on the above subject.
Dwell Time study of past few months has revealed that there is considerable increase in dwell time at ACC, Sahar, especially at the stage of 'Filing to Assessment of B/E'. Further, representations were also received by this office from trade regarding increase in dwell time. The matter was examined and it was observed that one of the major reasons for increase in dwell time was the prolonged time taken in assessment of Bills of Entry (Bs/E) filed by first time importers. Analysis of Bs/E revealed that the number of aforesaid types of Bs/E at ACC, Sahar is quite high.
In view of the above, to streamline the assessment process and to reduce the dwell time, procedures have been devised for assessment of Bs/E filed by first time importers.
