Sub: Export of carpet under duty drawback- examination of carpets for composition, price determination, etc

Dear Member,

Members may kindly refer to our Circular No.  No.ES/362/2016-17  dated 31.03.2017  wherein CBEC  had issued Circular No. 10/2017- Cus dated 30.03.2017 regarding export of carpet under duty drawback- examination of carpets for composition, price determination, etc.

In this connection, it has been brought to the notice of CBEC by Ministry of Textiles and Carpet Export Promotion Council (CEPC) that in some cases, Customs field formations had caused damage to the carpets during examination/ inspection of export consignments, resulting in loss of export order as well as financial loss to exports.

The Directorate General of Export Promotion (DGEP) has now provided a list of members of Carpet Export Promotion Council (CPEC), as given in the Public Notice No. 45/ 2017 dated  06.04.2017 , whose assistance can be taken when Customs Officials are unable to ascertain the exact composition and actual value of the carpets.

Hence, for speedy conduct of enquiry about composition, value etc of carpets, besides the nominated members of CEPC, members may also contact the Office of Textiles Committee, Mumbai where two experts have been posted by the Development Commissioner (Handicrafts) for attending to all work related to evaluation of carpets and to sort out the cases being referred to the Textiles Committee by the Customs authorities.

Now, Mumbai Customs has issued Public Notice No. 45/ 2017 dated  06.04.2017  on the above subject.
