Consideration of pending RR TUFS under ATUFS

Sub:  Consideration of pending RR TUFS under ATUFS

Dear Member,

The Council has received a communication from the Office of the Textile Commissioner vide Circular No. 04 dated May 22, 2017 informing about the funds allocated by Government of India in 2015-16 for issuance of Unique Identification Number (UID) under Revised Restructured Technology Upgradation Fund Scheme    (RRTUFS) for all applications which were in the records of the Textile Commissioner upto January 12, 2016 midnight have already been utilised. The UID under RR TUFS were issued strictly on First-In-First-Out (FIFO) basis. The latter applications are therefore left pending.

Considering the above situation, the Inter Ministerial Steering Committee (IMSC) under Amended Technology Upgradation Fund Scheme (ATUFS) in its 1st meeting held on October 5, 2016 had directed Technical Advisory and Monitoring Committee (TAMC) under Amended Technology Upgradation Fund Scheme (ATUFS) to explore the possibilities of considering pending RR-TUFS cases under ATUFS.

Accordingly, the TAMC in the 6th meeting held on February 9, 2017 decided that an option to the pending cases under RRTUFS to be provided through iTUFS online system for exercising the option for the consent of the applicant regarding converting the pending application of RRTUFS for availing the benefit as per ATUFS guidelines dated February 29, 2016.

We are glad to inform you now that –

  • A window is made available for a period of one month in the i-TUFS software to the respective applicant units under RRTUFS for exercising an option.
  • The applicant units can exercise the said option after loging in their account details. Demo of said process is indicated in web link, http://itufstxcindia.gov.in/Tufs/NoticeBoard.aspx for information to the users /applicant.
  • If the said option is not be exercised within the prescribed time limit of one month from the date of issuance of this circular, it will be presumed that the applicant unit is not interested to exercise the said option and such applications will be kept as waitlisted under RRTIUFS and their case would be subject to the availability of funds.
  • The details exercised by the applicant units will be submitted to IMSC for further decision.
  • It is also clarified that if an applicant exercises the said option, he/she would continue to retain his/her existing status under RR-TUFS till he/she actually submits application under ATUFS.
