Circular No.ES/7/2018-19 April 5, 2018
To: Members of the Council
Sub: EODC Monitoring System for Advance/EPCG Authorisations
Dear Member,
As you are aware, on fulfillment of prescribed Export Obligation against an authorisation, the exporter is required to redeem them and seek issuance of an Export Obligation Discharge Certificate (EODC) from the Regional Licensing Authorities.
To facilitate smooth clearance and eliminate exporter’s problems with regard to the Export Obligation Discharge Certificate (EODC), DGFT has issued Trade Notice No. 01/2018-19 dated April 4, 2018 informing about an EODC Monitoring System for Advance/ Export Promotion Capital Goods (EPCG) Authorisations which is developed by DGFT.
Features of the System –
All Regional Authorities (RAs) are expected to input data related to applications submitted by exporters for EODC and update the status when either Deficiency letter (D/L) or EODC is issued. Pending cases for the purpose of this Trade Notice shall be all requests/replies which were submitted for grant of EODC and are yet be disposed off irrespective of time limits specified in Handbook of Procedures 2015- 2020 (HBP) for disposal of such cases, i.e. once a request/reply to D/L for EODC is submitted by the exporter, it would become pending till such time EODC is issued.
For ease of Members –
Directives by DGFT –
(2) Since this monitoring system is developed as a new standalone system, in the beginning, status related to all pending authorisations may not be visible. DGFT has therefore requested that all exporters whose EODC cases are pending with various RAs, may feed their pending data using 'Raise Query' option, as this will enable RAs to monitor and dispose their cases faster. Before raising any query, members should check the status of their applications online.
For kind information of members it is suggested that you may also draw the attention of RAs in respect of your pending applications using contact@dgft service (addressed to RA concerned) through DGFT website http://dgft.gov.in.
Any queries related to the functioning of this EODC monitoring system can be addressed by email to sbsreddy@nic.in with a copy marked to the Council.
Members may kindly make a note of the above and do the needful.
Thanking you,
Yours faithfully,
