EODC Monitoring System for Advance/EPCG Authorisations

Circular No.ES/7/2018-19                                                                                          April 5, 2018

To: Members of the Council

SubEODC Monitoring System for Advance/EPCG Authorisations

Dear Member,

As you are aware, on fulfillment of prescribed Export Obligation against an authorisation, the exporter is required to redeem them and seek issuance of an Export Obligation Discharge Certificate (EODC) from the Regional Licensing Authorities.

To facilitate smooth clearance and eliminate exporter’s problems with regard to the Export Obligation Discharge Certificate (EODC), DGFT has issued Trade Notice No. 01/2018-19 dated April 4, 2018 informing about an EODC Monitoring System for Advance/ Export Promotion Capital Goods (EPCG) Authorisations which is developed by DGFT.

Features of the System –

  • The EODC monitoring system (website) can be accessed at http://eodc.online.
  • It is designed for monitoring the progress of EODC applications of Advance & EPCG authorizations.

All Regional Authorities (RAs) are expected to input data related to applications submitted by exporters for EODC and update the status when either Deficiency letter (D/L) or EODC is issued. Pending cases for the purpose of this Trade Notice shall be all requests/replies which were submitted for grant of EODC and are yet be disposed off irrespective of time limits specified in Handbook of Procedures 2015- 2020 (HBP) for disposal of such cases, i.e. once a request/reply to D/L for EODC is submitted by the exporter, it would become pending till such time EODC is issued.

For ease of Members –

  • A facility has been provided for exporters to view status of their pending EODC applications.
  • In case, your EODC applications are pending with RA and system is not showing it as pending, exporters can raise a query in the system and RAs would take consequential action in this matter so that such applications are entered into the system.

Directives by DGFT –

  1. Once a query is raised by any exporter, RA shall verify whether any such application is submitted for EODC of Advance Authorisation/ EPCG which is yet to be disposed off.
  1. RA can reject the query on the following grounds –
  • By giving reasons for rejection in the remarks column.
  • When no such application has been submitted or
  • RA has already entered the details of pending case.
  1. RA should accept a query on the following basis –
  • If such application is already submitted by the applicant but the same is not yet entered by RA in the EODC monitoring system.
  • On acceptance, RA should update the status with either EODC issued/ DL issued.
  • If no such EODC/DL issued and case is still pending, RA can accept the query and can update status subsequently.

(2)        Since this monitoring system is developed as a new standalone system, in the beginning, status related to all pending authorisations may not be visible. DGFT has therefore requested that all exporters whose EODC cases are pending with various RAs, may feed their pending data using 'Raise Query' option, as this will enable RAs to monitor and dispose their cases faster. Before raising any query, members should check the status of their applications online.

For kind information of members it is suggested that you may also draw the attention of RAs in respect of your pending applications using contact@dgft service (addressed to RA concerned) through DGFT website http://dgft.gov.in.

Any queries related to the functioning of this EODC monitoring system can be addressed by email to sbsreddy@nic.in with a copy marked to the Council.

Members may kindly make a note of the above and do the needful.

Thanking you,

Yours faithfully,

S. BALARAJU
EXECUTIVE DIRECTOR
