Sub: Stakeholders meeting regarding Scheme for Capacity Building in Textile Sector (SCBTS)

Dear Member,

You may be aware that the Ministry of Textiles, Govt. of India has been implementing Integrated Skill Development Scheme (ISDS), an employment linked training programme, since 2010-11 with a view to address the skilled manpower requirements of the textile sector. ISDS has been implemented through Ministry’s institutions, private industry partners and State Government agencies. 11.14 lakh persons have been trained under the scheme, out of which 8.41 lakh have been placed.

The Ministry  has now launched a New Skill Development Scheme covering the entire value chain of the textile sector excluding Spinning & Weaving in the organized Sector titled "Scheme for Capacity Building in Textile Sector (SCBTS)" from 2017-18 to 2019-20 with an outlay of Rs. 1300 crore. 10 lakh persons are expected to be skilled and certified in various segments of Textile Sector through the scheme, out of which 1 lakh will be in traditional sectors.

The objectives of the scheme –

  1. to provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of textiles, excluding Spinning and Weaving,
  2. to promote skilling and skill upgradation in the traditional sectors of handlooms, handicrafts, sericulture and jute, and
  3. to enable provision of sustainable livelihood either by wage or self employment to all sections of the society across the country.

The scheme will have National Skill Qualification Framework (NSQF) compliant training courses with funding norms as per the Common Norms notified by Ministry of Skill Development and Entrepreneurship (MSDE). A list of NSQF compliant courses relating to the textile sector is attached.

The skilling programmes would be implemented through:

  1. Textile Industry/Units in order to meet the in-house requirement of manpower;
  2. Institutions of Ministry of Textiles /State Governments having placement tie-ups with textile
    industry/units; and
  3. Reputed training institutions relevant to textile sector having placement tie-ups with textile industry/ units.

The empanelment of Implementing Agencies will be based on the following parameters:

  • Organization credentials.
  • Past experience of skilling in the textile sector.
  • Financial strength.
  • Training Infrastructure, particularly in Aspirational Districts notified by the Niti Aayog.

The scheme guidelines have been issued by the Ministry of Textiles on 23rd April, 2018 is available on the website of the Ministry (www.texmin.nic.in) and the RFP inviting proposals for empanelment of Implementing Agencies is likely to be issued shortly, which will be available on the website of the Textile Ministry.
