Operationalization of “one time default intimation” to Shipping Lines by DPD importers at JNCH

Circular No.ES/150/2018-19                                                                          August 10, 2018

To: Members of the Council

Sub.: Operationalization of “one time default intimation” to Shipping Lines by DPD importers at JNCH

Dear Member,

We would like to inform you that JNCH (Nhava Sheva) has issued Public Notice No. 115/ 2018 dated 02nd August, 2018 informing about operationalization of “one time default intimation” to Shipping Lines by Direct Port Delivery (DPD) importers at JNCH.

Your kind attention is invited to the Public Notice No 36/2018, dated 09.03.2018 as amended vide Public Notice No 49/2018, dated 26.03.2018 regarding “one time default intimation” required to be submitted by DPD importers at JNCH for availing DPD Facility.

As you may be aware, the system of “one time default intimation” has been introduced to obviate the need to submit 72 hours advance intimation each time and promote DPD. This revised procedure is facilitating DPD importers to avail clearances under DPD and reducing their transaction cost and time. This step was also expected to increase the percentage of DPD volume at this Port.

JNCH Customs has noticed that large number of DPD importers continue to adopt “consignment wise 72 hours’ advance intimation” system and while doing so, in significant number of the cases, they failed to inform the Shipping Lines in advance, which had resulted in shipping lines moving the containers in CFSs, entailing extra costs to the importers and delay in clearance.

In view of the above, all the DPD importers of JNCH, who have not yet submitted the said “one-time default intimation”, should submit the same preferably electronically, in the manner as provided vide Public Notices as mentioned in Para 1 this Public Notice. However, in exceptional cases, such “one-time default intimation” submitted manually (containing necessary details and in prescribed format) will also be accepted.

Further, any instances of non-compliance i.e. cases where “one time default intimation” submitted by DPD importers has been accepted by Customs and duly published on JNCH website but any shipping line failed to comply, should be reported to DPD Cell, NS-III (email address: dpd.amijnch@gmail.com) for feedback and corrective action.

In case of any difficulty, members may kindly contact the Additional Commissioner in charge of ‘DPD Cell’, NS-III (email address: dpd.amijnch@gmail.com).

Members may kindly make a note of the above.

Thanking you,

Yours faithfully,

S. BALARAJU
