Simplification and Rationalization of Processing of AEO-T1 application-Revised Guidelines

Sub: Simplification and Rationalization of Processing of AEO-T1 application-Revised Guidelines

Dear Member,

We would like to inform you that Air Cargo Complex (Sahar Customs) has issued Public Notice No. 83/2018- 19 dated 1st October, 2018 regarding revised guidelines for simplification and Rationalization of Processing of AEO-T1 application.

In this regard, the council had earlier issued Circular No.ES/160/2018-19 dated August 13, 2018 wherein CBIC had issued Circular No. 26/2018- Customs dated 10th August, 2018 simplifying and rationalizing the processing of Authorized Economic Operator (AEO)-T1 application in a trade friendly manner and in easy to file format.

Now, Board has further decided to replace the present Annexure for AEO T1 application. i.e. Annexure A, C, D, E1, E2, E3 and E4 with the Annexure – 1 and Annexure- 2  and processing by way of new annexures1 and 2 with immediate effect.  Accordingly, the new applications for AEO T1 are to be mandatorily filed in form of the new annexures- Annexure 1 and Annexure 2 are prescribed in Public Notice No. 83/2018- 19.

In order to implement the simplified processing and to ensure its desired effectiveness, the Board has decided the following-

  • The process of accreditation of AEO- T1 shall be decentralized to the Zonal level.
  • In this decentralized scheme of work, the AEO- T1 application will be filed with the Zonal AEO Cell.
  • The said application will be processed by the Zonal AEO Cell and the final acceptance or rejection will be decided by the Zonal AEO Programme Manager.
  • The Zonal AEO cells will only intimate the decision of Zonal AEO Programme Manager to the Directorate of International Customs for generation of certificate and statistics management.
  • The Commissioner of Customs (Import), Air Cargo Complex, Sahar, Andheri (East), Mumbai has been nominated as the Zonal AEO Programme Manager for the AEO applications received in Mumbai Customs Zone- III.

However, for the application that have already been received by this Custom Zone prior to the issuance of the Board Circular No. 26/2018- Customs dated 10.08.2018, the Zonal AEO Programme Manager will have discretion to allow the processing of the application either by way of earlier Annexures (Annexure A, C, D, E1, E2, E3 and E4 ) or by way of new annexures (Annexure 1 and 2) on case to case basis.
