 Sub:   Expiry Review by Turkey on imports of “Yarn of Manmade or Synthetic or Artificial Staple Fibres” from People's Republic of China, Indonesia, India, Malaysia, Pakistan, Thailand, Vietnam.

Dear Sir,

Kindly refer to Council’s Circular No. ES/351/2018- 19  dated January 9, 2019 informing you about the initiation of the Expiry Review by Turkey on “Yarn of Manmade or Synthetic or Artificial Staple Fibres” originating from People's Republic of China, Indonesia, India, Malaysia, Pakistan, Thailand, Vietnam on 31st December, 2018.

As per the initiation Notice, the completed Questionnaire should reach the Investigating Authority by 1st week of February, 2019. Council has sent a communication to members requesting all those concerned to furnish replies to the Questionnaire which has been issued by Turkish Anti-Dumping Investigating Authority before the deadline.

In this connection, for providing required Legal support to all the Indian Companies, SRTEPC proposes to seek Services of an Indian Lawyer and a Turkish Lawyer, exceedingly experienced in handling Anti-Dumping cases and cost of this entire exercise will be on an equal sharing basis. The referred Lawyer Mr. Sait AKGÜN is Managing Partner (Senior) of FTC Legal Consultancy LLP from Turkey, is an ex-official of Turkish Anti-Dumping Department (Ministry of Economy), who dealt with Trade Remedial Measures of Turkish Government such as Anti-Dumping Duty, Countervailing duty, Safeguard proceedings, etc. His Legal Consultancy Firm now specializes in providing consulting services to individual foreign companies with the technical and legal aspects in Turkey. The Council proposes to hire the services of Mr. Sait of the FTC Legal Consultancy LLP to help our members participating in the investigation to help in all the necessary legal assistance including preparation of the responses to the questionnaires, answering the queries raised by the designated authority, verification visits, etc.

In view of the above, SRTEPC requests all the concerned companies to respond to this Circular immediately, indicating their willingness to participate in the joint effort being coordinated by this Council. It shall be the endeavour of the Council during the Expiry Review to protect the interest of our exporters by minimizing the Anti-dumping duties or if possible to drop the Investigation altogether.
