SRTEPC Circulars regarding discontinuation of the issuance of physical copy of MEIS / SEIS scrips issued with EDI ports

Sub.: Amendments in the Handbook of Procedure consequent to the introduction of a procedure thereby doing away with the physical copy of MEIS/SEIS scrips issued with EDI ports

Dear Member,

We would like to inform you that the O/o DGFT has issued Public Notice No. 84/2015-20 dated 3rd April, 2019 informing about the addition of the following provisions in the Paragraph 3.08 in the Handbook of Procedures, 2015-20.

“3.08

 (c)      However, for all MEIS/SEIS scrips issued on or after 10.04.2019 (except for MEIS/SEIS issued with port of registration as one of the Non EDI or SEZ ports),Telegraphic Release Advice (TRA) facility from EDI ports to non EDI and SEZ ports would not be available.”

Sub.: DGFT discontinues issue of physical copy of MEIS/SEIS scrips for EDI ports w.e.f. 10.4.2019                  

Dear Member,

We would like to inform you that the O/o DGFT has issued Trade Notice No. 3/2015-20 dated 3rd April, 2019 discontinuing the issuance of physical copy of MEIS / SEIS scrips for EDI ports only  w.e.f. 10th April, 2019 to improve ease of doing business.

Applicants shall continue filing MEIS/ SEIS applications as per current procedure on DGFT website (dgft.gov.in). However, RAs will not issue any hard copy of scrip to the applicants. Instead, after approval, the applicant will get the following message on the mobile &email address –

“Scrip No. …… dated…… has been issued against RA File No.……… No scrip on security paper is required to be issued. You can print/view scrip details at MEIS ECOM module on DGFT website. Information relating to transfer of scrip has to be recorded on DGFT website (dgft.gov.in) before the scrip can be used”

Printing the Scrip

  • The applicant has to choose MEIS / SEIS scheme link in the ECOM module and then log-in on DGFT website using digital signature. All scrips shall be available in PDF form for the purpose of printing/ saving.  

Using the Scrip for duty payment

  • On the basis of PDF copy of scrip, and after fulfilling the procedures in this regard, the scrip holder shall approach the Customs Authority concerned at the relevant EDI port for debit of the scrip.

  • The Customs Authority shall allow debit of the scrip as per current procedure without insisting on the printed scrips on security paper only after checking the ownership details of the scrip (original owner and current owner) from the DGFT website.

Transferring the Scrip

  • The current scrip owner (transferor) can transfer the scrip to another IEC holder (transferee, new owner). However, current owner (transferor) has to record the information about the new owner (transferee) on the DGFT web site before the new owner (transferee) can utilize the scrip.

  • It is very important for both transferor and transferee to ensure that information relating to transfer is recorded by the transferor. In this regard, kindly refer DGFT’s Trade Notice no 42/2015-2020 dated 11.1.2019.

  • Once the information of transfer is recorded on the DGFT website, then only the new owner can record further transfer, if any.

  • Unless the details are recorded on DGFT website by the old owner (transferor), the new owner (transferee) will not be able to utilize the scrip for duty payment. Please note that the DGFT / Customs shall not be responsible for any lapse by the old / new owner or any dispute between them in this regard.

  • No TRA will be issued for all such MEIS / SEIS issued w.e.f 10th April, 2019 from EDI to non-EDI locations.

  • In case an applicant chooses a non-EDI port/ SEZ port as port of registration while filing application for MEIS/SEIS scrip, the existing system of printing of scrip by the RA and its registration will continue.

  • No simultaneous transfer of scrip to more than one firm will be allowed.
