Exemption from charges for late filing of Bill of Entry

Circular No.ES/100/2019-20                                                                       July 23, 2019

To: Members of the Council

Sub.: Exemption from charges for late filing of Bill of Entry

Dear Member,

Kindly refer to Council’s earlier Circular No.ES/97/2019-20 dated July 19, 2019 in which JNCH had issued Public Notice No. 65/2019 dated 18th July, 2019 exempting charges for late filing of Bill of Entry.

In this regard, now Air Cargo Complex, Sahar has issued Public Notice No. 17/2019 dated 19th July, 2019 on the above mentioned subject.

As the e-Sanchit Portal for uploading supporting documents was not working properly and there was difficulty in generating Image Reference Number (IRN) on 16th and 17th July, 2019, the members of trade faced difficulty in filing the Bills of Entry.

Now, as a measure of trade facilitation, JNCH has decided the following –

  • There will be no charge on late presentation of Bill of Entry for consignments with entry inward dates from 15th to 16th July, 2019 & Bill of Entry dates between 16th and 17th July, 2019.

  • Waiver of late filing charges pertaining to the above said period would be dealt directly by the respective Dy. /Asst. Commissioners of the Group.

  • Any further delay in generation of Bill of Entry after 17th July, 2019, the Customs Brokers / Importer are requested to submit evidence like Job No., Screen Shots of the Job No. from ICEGATE / Message received in ICEGATE, to show that efforts were made for submitting a job in ICEGATE for filing Bill of Entry but no positive acknowledgement was received from ICES.
  • All such cases of waiver of late filing charges pertaining to a Bill of Entry filed after 17th July, 2019 for entry inward dates 15th and 16th July, 2019 would be dealt by the respective DC/AC on merits.

Members may kindly make a note of the above.

Thanking you,

Yours faithfully,

S.BALARAJU
