Sub: Reorganisation of Regional Authorities of DGFT

Dear Member,

DGFT has issued Trade Notice No. 31/2019-20 dated 6th September, 2019 informing about the reorganisation of Regional Authorities (RAs) of DGFT.

As you are aware, DGFT has initiated various IT related Schemes which has led to automatic issuance of paperless MEIS and IEC, paperless issuance of Advance and EPCG Authorisations, etc. This has led to substantial reduction of work in the relatively smaller RAs offices. Physical interactions have been minimized for improving ease of doing business.

With a view to improve and equip the bigger RAs of DGFT with sufficient human resources and better infrastructure to cater to the exporters, DGFT has now issued instructions to reorganize the RAs of DGFT by merging the smaller RAs with the relatively bigger RA’s. You may please refer the Office Memorandum in Annex-I dated 5th September, 2019 attached to the above Trade Notice for detailed information on the Reorganisation of the RAs

To enable smooth transition and assist exporters of old RA’s, the new RA will designate one officer from within the RA and assign the responsibility of monitoring the disposal of applications, queries, emails, contact@dgft (as the link officers), litigation, grievances, etc from exporters to RA’s.

It is further clarified that:

  • Exporters belonging to old RAs can file all applications online at the old RAs jurisdiction till 13th September, 2019 (2:00 P.M.).

  • No application will be accepted from exporters from old RA’s on 14th and 15th September, 2019 as the servers will be updated.

  • From 16th September, 2019, all applications by the exporters belonging to old RAs will be filed online at the new jurisdictional RA.

  • Exporters will continue to file applications for amendment of authorisations, Export Obligation Discharge Certificate (EODC)/ Redemption of old applications at the old RA till 30th October, 2019.

  • All old applications including the files where responses to D/L’s have to be sent by the exporting firms will be dealt in the old RA till 30th October, 2019.

  • From 1st November, 2019, all activities of the old RA will be taken over by the new RA including old applications and requests and the old RA will cease to be operational

We would like to inform you that exporters under the jurisdiction of old RA’s will continue to use earlier RA email-ids (For example : Dehradun-dgft@nic.in for old Dehradun RA) and contact@dgft for raising queries, grievances, etc.

Further it may be informed that from 16th September, 2019, the new RA shall be responsible to respond to all the queries received through email/ contact@dgft (whether for new applications and earlier filed requests) in assistance with the old RA.

The New jurisdictional RA’s shall continuously monitor transition issues and ensure that smaller merged RA’s and the exporters from the old RA jurisdiction get focused attention, outreach and trade facilitation.
