COVID-19 TAX ON VISCOSE STAPLE FIBRE IMPORTS FOR PROTECTING DOMESTIC INDUSTRY

Dear Sir/ Madam,

SUB: COVID-19 TAX ON VISCOSE STAPLE FIBRE IMPORTS FOR PROTECTING DOMESTIC INDUSTRY

This Council has received an official communication from the Ministry of Textiles, regarding imposition of COVID – 19 tax on import of Viscose Staple Fibre (VSF) into India from ASEAN plus China.

The above duty has been proposed in view of currently existing inverted duty structure, as wood pulps which is the raw material for VSF is subject to 2.5% import duty whereas Viscose Staple Fibre is getting duty free access into India from ASEAN countries. Due to which there has been substantial surge in imports of VSF into India from countries like Indonesia, etc. and this has been a threat to the Indian domestic VSF manufacturers.

Ministry of Textiles is seeking views of the VSF user industry through this Council regarding imposition of 15% COVID – 19 tax on import of Viscose Staple Fibre (VSF) into India from ASEAN plus China.

Therefore, the Members of the Council are requested to give their views on the proposal for imposition of COVID-19 tax on VSF import along with the below mentioned information.
