Faceless Assessment – New provisions in ICES in terms of Board Circular 45/2020 dated 12.10.2020

Circular No.: ES/347/2020-21                                                                    27th October, 2020

To: Members of the Council

Sub: Faceless Assessment – New provisions in ICES in terms of Board Circular 45/2020 dated 12.10.2020

Dear Member,

JNCH Customs has issued Public Notice No. 139/2020 dated 26th October, 2020 on the above subject.

Your kind attention is invited to ICES Advisory No. 41/2020 dated 26th October, 2020 issued by Directorate General of Systems and Data Management, CBIC. You may also refer to JNCH Public Notice 135/2020 dated 16th October, 2020.

In line with the Board’s Circular and based on the feedback received from field formations, provisions have been added in ICES for assisting the field officers in the workflow of Bill of Entries marked for faceless assessment.

There is already a provision for the importer to declare a previous Bill of Entry as a reference for every item while filing a Bill of Entry. The view of such declared Previous Bill of Entry has also been given along with the RMS reference Bill of Entries.

Importers/Customs Brokers (CB) can avail the option of giving reference of their previous Bill of Entries during Bill of Entry filing itself in the Item table. The view of reference Bill of Entry indicated either by RMS or optionally declared by the importer/CB can assist assessing officers in expeditious assessment of the document.

In case of any difficulty, members may kindly contact the Additional / Joint Commissioner (Appraising Main (Import)) through email at appraisingmain.jnch@gov.in.

Members may kindly make a note of the above.

Thanking you,

Yours faithfully,

S. BALARAJU
