Initiation of Anti-dumping investigation by Brazil on Polyester Textured Yarns covered under HS Codes 5402.33.10, 5402.33.20 and 5402.33.90, originating from India and China

Sub: Initiation of Anti-dumping investigation by Brazil on Polyester Textured Yarns covered under HS Codes 5402.33.10, 5402.33.20 and 5402.33.90, originating from India and China

 

It is to inform that this Council has been apprised by the Trade Defence Wing, DGTR, Ministry of Commerce and Industry and by the Embassy of India, Brasilia regarding initiation of Anti-dumping investigation by Brazil on Polyester Textured Yarns covered under HS Codes 5402.33.10, 5402.33.20 and 5402.33.90, originating from India and China. The covering letter issued from SDCOM to our Excellency, Shri Suresh Reddy, Ambassador of India, Brasilia, is attached for reference.  

 

As we understand, the Special Secretariat for Foreign Trade and International Affairs (SECEX) has initiated a Trade Defence Investigation (Dumping) vide Process No. 52272.004952/2020-58 on 08.03.2021 on the petition of Brazilian Association of Brazilian Association of Artificial and Synthetic Fiber Products i.e., Associação Brasileira de Produtos de Fibras Artificiais e Sintéticas (ABRAFAS). SECEX has issued a Decree vide Circular No. 18 dated 04 March 2021 notifying investigation to ascertain the existence of dumping, and damage to domestic industry resulting from such practice, in exports of polyester textured synthetic filament yarns (except sewing threads), not put up for sale to retail, including synthetic monofilaments of less than 67 decitex, commonly covered under HS Codes 5402.33.10, 5402.33.20 and 5402.33.90 originating from India and China.   

 

A copy of certified version of the SECEX Decree vide Circular No. 18 dated 04 March 2021, along with English translation (done online) and SECEX Press Release (original in Portuguese, along with English translation) issued on the subject.  

 

The questionnaires for the importer/exporter shall be released soon, and the deadline for reply to questionnaire shall be notified shortly. 

 

Based on the updates received in this regard from the Trade Defence Wing, DGTR, Ministry of Commerce and Industry and by the Embassy of India, Brasilia, this Council will keep its Members informed regarding further developments on the matter. 

 

The concerned Member-exporters are requested to make a note of the same and do the needful.
