Circular No.ES/ 178/2017-18 October 13, 2017
To: Members of the Council
Sub: Discontinuation of High Seas Sale Registration Procedure at Import Noting Section of New Customs House, Mumbai
Dear Member,
With reference to the above, Mumbai Customs has issued Public Notice No. 121/ 2017 dated October 10, 2017.
In this connection, all members of Trade are invited to the issue regarding “request for discontinuation of High Seas Sale Registration at Import Noting Section, JNCH, Mumbai”.
It may be noted that in this context, vide Facility Notice No. 05/ 2016 dated 11.11.2016, essential documents for registration of High Sea Sale contract/transaction are prescribed in the above Public Notice.
Further, the issue has been re - visited in light of representations received from members of trade seeking discontinuation of mandatory registration of HSS agreement in Import Noting Section on the ground that the said registration process prescribed in the Facility Notice No. 05/2016 does not serve any useful purpose as all the documents are also required to be submitted before concerned Assessment Groups / Import Docks.
In view of the above, considering the above stated inputs, in order to reduce transaction time & cost, prevent overlap/duplication of functions and further ease the business process, the procedure has been revised for registration of “High Sea Sale” Agreement and will come into force w.e.f. 25th September, 2017.
In case you are facing any difficulty, in this regard, it be brought to the notice of the Additional / Joint Commissioner, Appraising Main (Import ), Mumbai.
Members may kindly make note of the above.
Thanking You,
SRIJIB ROY
ADDITIONAL DIRECTOR
