Sub: Applications in ANF -2D submitted for seeking Policy/ Procedure relaxation in terms of Para 2.58 of the FTP 2015-20

Dear Member,

We would like to inform you that O/o DGFT has issued Trade Notice No. 43/ 2018-19 dated 30th January, 2019  for all  applicants seeking relaxation of Policy/ Procedures in terms of Para 2.58 relating to Exemption from Policy/ Procedures under FTP.

As you may be aware, applications pertaining to Relaxation of policy/ procedures under FTP needs to be submitted to the Policy Relaxation Committee in the O/o DGFT, New Delhi. The meetings of Policy Relaxation Committee (PRC) are held every week in the O/o DGFT. To ensure its speedy disposal due to the increasing number of applications for relaxation, DGFT has emphasized that all such requests must come before the PRC Meeting within 2 weeks of its receipt in the O/o DGFT.

In this regard, O/o DGFT has also observed that most of the applicants do not provide the Reasons/Justification for seeking relaxation under Column 15 of ANF-2D. Instead, applicants  mention the reference number of the forwarding/ covering letter in the Column 15 of ANF- 2D.

Due to large number of applications, its becomes difficult for the PRC Section to read the forwarding/ covering letter sent by the applicant along with Form ANF- 2D, and capture the request of the applicant while preparing agenda for the meeting. Also, the essence of the request made by the applicant is lost, and further, decision making process is delayed.

In view of the above, O/o DGFT has decided the following-

·Henceforth, all applicants seeking relaxation of Foreign Trade Policy (FTP)/ Hand Book of Procedures (HBP) provisions must fill up column No. 15 of ANF 2D, while making online application, clearly bringing out the relaxation being sought mentioning the relevant paragraph of FTP/ HBP also.

·This is mandatory and applications received without duly filled Column No. 15 of ANF 2D shall be treated as incomplete applications and hence, will be rejected.
