Anti-dumping Investigation initiated by Vietnam on import of Polyester Filament Yarns

Sub: Anti-dumping Investigation initiated by Vietnam on import of Polyester Filament Yarns.

It is to inform the Member - exporters that this Council has received a message from Department of Commerce, Ministry of Commerce and Industry regarding initiation of an Anti-dumping Investigation by Vietnam on import of Polyester Filament Yarn products from India, People’s Republic of China, Republic of Indonesia and Malaysia.  

The Ministry of Industry and Trade of the Socialist Republic of Vietnam on 6th April has issued Decision No. 1079/QD-BCT regarding the investigation into Anti-dumping duties on polyester filament yarn products covered under three HS Codes viz., 5402.33.00, 5402.46.00, 5402.47.00 originating from Republic of India, People’s Republic of China,  Republic of Indonesia and Malaysia (Case No. AD10) imported to Vietnam.

English translation of the Investigation Decision, the Notice on the launching of the investigation into anti-dumping duties and the public version of the Request forms filled and submitted by representatives of the manufacturing sector of Vietnam are enclosed for information, reference and doing the desired needful.

It is important to mention that the Trade Remedies Administration of Vietnam (Investigating Authority) has requested the concerned businesses in India involved in manufacturing and exports of polyester filament yarn products covered under the three HS Codes viz., 5402.33.00, 5402.46.00, 5402.47.00 to have their comprehensive and full cooperation with the Investigating Authority throughout the investigating period.

The Council urges all the concerned Member-exporters dealing with exports of the above-mentioned polyester filament yarn products to Vietnam to cooperate in the investigation and also to keep their respective information ready including Bill of Lading, Invoices, domestic price, export price, etc. for the investigation period 01 January 2019 to 31 December 2019.  

Further correspondence/ information received in this matter will be intimated to the Members in due course.
