Subject: Merchandise Exports from India Scheme (MEIS) — Additions/amendments Table 2 [containing ITC (HS) code wise list of products with reward rates] of Appendix 3B
Dear Sir,
As you are aware, with the release of the New Foreign Trade Policy 2015-20 the Government had withdrawn all the Chapter 3 Schemes and introduced a New Scheme - MEIS Scheme. The MEIS hardly offered any support to MMF Textiles items to potential markets. Our exporters were reeling under distress and pain due to the knee-jerk FTP policy announcement, which had withdrawn incentives to some of their important markets which they have established after long and strenuous efforts.
Considering the seriousness of this situation, the Council took up the issue with the various Ministries for enhancing the MEIS reward rate to all the MMF Textiles tariff lines which have already established exports for extending enhanced MEIS reward rate to include all the Groups of Countries and extending to cover all the Groups of Countries for all the MMF Textiles tariff lines.
You may appreciate that after following up this issue at various levels through consistent efforts by the Council, the Government has now come out with a revival rate of MEIS extending the rate to Group A, B & C countries for most of our products.
We are glad to inform you that DGFT has now issued Public Notice No. 44 /2015-2020 dated October 29, 2015 hereby announcing increased support for export of MMF products and included some additional items. These additions/amendments are made in Table 2 with immediate effect which contains ITC (HS) code wise list and description of goods with reward rates under MEIS of Appendix 3B (notified through Annexure to Public Notice No.2 dated April 1, 2015 and amended through Public Notice No.27 dated July 14, 2015 and Public Notice No.28 dated July 16, 2015).
Also, attached please find the relevant extract of the Public Notice pertaining to MMF products falling under the purview of the Council.
Members are requested to make a note of the above amendments while claiming benefit under the MEIS.
