Sub: BIS certification for Polyester Staple Fibre and 100% Polyester Spun
Yarn– Quality Control Orders – Time Extension given upto 2nd April 2023
Dear Member,
As you are aware, the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers had mandated the BIS certification for Polyester Staple Fibre and certain Polyester Yarns vide its Notification dated 15th April 2021.
The Department had already given two extensions each of 180 days and the Quality Control Orders (QCOs) were notified to be effective from 3rd October 2022.
In the meanwhile, the Man-Made Fibres, Cotton and their Products Sectional Committee, TXD 31, governed by the BIS, had revised the standards for 100% Polyester Spun Grey and White Yarn and made it effective from 7th May 2022. However, the revised standards to obtain the certification are unrealistic at the moment and hindering the compliance by the industry.
In order to enable the industry to comply with the QCOs, representations were made on behalf of the members manufacturing 100% Polyester Spun Yarn, recommending the Ministry of Chemicals and Fertilizers to keep the Quality Control Orders in abeyance till BIS sets realistic standards for 100% Polyester Spun Grey and White Yarn to meet the prevailing market requirements.
Now, the Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers has given further extension for the said Quality Control Orders (QCOs) upto 2nd April 2023 i.e., the QCOs will be effective from 3rd April 2023 vide its Gazette Notification (copy attached) dated 29th September 2022 (published in Government’s egazette portal on 3rd October 2022).
Further, the BIS has formulated an eight member panel to discuss and update the standards for 100% polyester spun yarn. The first meeting of the panel is scheduled to be held at 2.30 pm on Thursday, 6th October 2022.
Members of the Council are requested to kindly send their valuable inputs/ views on the above-mentioned quality control order for 100% polyester spun yarn, through email to baruah@srtepc.in, es@srtepc.in, aed@srtepc.in and ed@srtepc.in
latest by tomorrow 6th October, 2022 by 11 am to help us send a consolidated reply to the Ministry as advised to enable the Council to submit before the BIS and get achievable standards by the industry.
