Sub: Reporting on Misuse of ROO Provisions to FTA Monitoring Committee

The Department of Commerce (DoC), Ministry of Commerce and Industry, Govt. of India has constituted an Foreign FTA Monitoring Committee under Chairpersonship of Shri Rajesh Agrawal, Additional Secretary, Ministry of Commerce and Industry with a mandate to hold regular meetings of the Committee with the stakeholders to discuss issues related to Free Trade Agreements (FTAs), including non-tariff barriers by our trading partners as well as the Rules of Origin (ROO) pertaining to the FTAs entered into by India.

The first meeting of the reconstituted Committee was held on 01.09.2023 under the chairmanship of Shri Rajesh Agrawal (AS), wherein specific issues related to preferential market access flagged by the participants were discussed, and it was decided that for future meetings, the Members will be informed in advance seeking issues along with a brief on those issues from them.  

In this context, to streamline the process, a format for reporting the issue, particularly for ROO matters, has been prepared by DoC as follows:

DoC has also requested to furnish briefs on other issues (viz., Non-tariff barriers) related to FTA matters separately for discussions in the forthcoming meeting to be scheduled shortly.
