Anti-dumping Investigation initiated by Vietnam on Polyester Filament Yarns

Sub: Anti-dumping Investigation initiated by Vietnam on Polyester Filament Yarns.

This is in continuation to our earlier Circulars regarding initiation of Anti-dumping Investigation by Vietnam on import of Polyester Filament Yarn products covered under three HS Codes viz., 5402.33.00, 5402.46.00, 5402.47.00 originatingfrom India, People’s Republic of China, Republic of Indonesia and Malaysia.

It is to reiterate that the deadline for submission of replies from India is 1700hrs, 28 May 2020 (Vietnam Time) and the period of investigation is 01 January 2019 to 31 December 2019.

For helping the Member-exporters for their convenience to participate in the investigation, the Council requested the Embassy of India, Hanoi to send English translation of the Questionnaire and also to suggest some reference of Vietnam’s legal firms who will be able to efficiently represent the Indian companies during the investigation.

In this regard, we are in receipt of a list of Vietnam’s law firms from the Embassy of India, Hanoi who may help the Indian companies in working with the Trade Remedies Authority of Vietnam (TRAV) to represent their cases during the investigation. Apart from rendering the legal service, the law firms can also assist in translation of the questionnaire from Vietnamese to English. The list of Vietnam’s law firms is attached. The Embassy of India, Hanoi recommends VILAF for legal service but you can decide based on your interactions with these firms.  It is to mention that one Indian lawyer Mr. Vaibhav Saxena who is Vice Chairman of Indian Chamber of Commerce (INCHAM, Hanoi) working in VILAF.
